Pledge of Allegiance to the Flag – All stood for the Pledge of Allegiance.
Moment of Silent Prayer or Reflection – Mayor Quill asked everyone to remain standing for a moment of silent prayer.
Presentations and Proclamations - The City Clerk read a proclamation that designated February 21, 2008 Purple Lancers Day in the City of Auburn. Sam Giangreco and Dick Gagliardi spoke to thank the Mayor. They reported that they are resurrecting the Purple Lancers Drum and Bugle Corps and are asking the community to support them. Mr. Giangreco asked the city to consider funding the cost of a flag that would have the “City of Auburn” printed on it. The Corps would use the flag as they travel around the state. Mr. John Camardo a young cadet was introduced to model the new uniforms that the members will wear. Mayor Quill thanked the gentlemen for all the work they are doing.

Work Session
Dave Laney – NYPA Projects – Mr. Laney was as unable to attend this meeting.
Update on Status of City of Auburn Public Power Agency –
John Montone, Chair of the Auburn Public Power Agency spoke and reviewed work the Agency is doing. Representatives of ECOTS and CH (Central Hudson) Auburn joined Mr. Montone and further explained steps they have taken and steps that need to be done in the process of building the biodigester.
Dog Ordinance
Acting City Manager Gary Giannotta reviewed what has happened with the revisions to the current Dog Control Ordinance. He distributed copies of the ordinance for Council to review. John Rossi recapped the amendments that have been made and asked Council to review them and get back to him with any comments or suggestions.
Other Business
Councilor Smith congratulated the Auburn High School Boys Varsity Basketball team on making it to the semi-finals. He also congratulated the AHS Boys Swim Team on their success.
Councilor McNabb listed various streets where there are many street lights out and asked that they be checked.
Councilor Smith asked Chief Giannotta how the “boot” was working. Chief Giannotta reported that they have collected about $10,000 in fines. He said more could be done if they had another boot to use and buying another one is being explored. The Chief and Councilor Smith discussed the increase in violent crimes, sex offense and the impact of having only 5 officers on each shift. They agreed that more officers are needed.
Mayor Quill reported that citizens often ask him what the Mayor does each day. In response to the questions he reported the following activities from the week to help give citizens of Auburn an idea of what the Mayor is doing.
· He attended a Ribbon Cutting Ceremony at the opening of the Rescue Mission’s new Retail store in Auburn Plaza
· Spoke to BOCES New Vision Legal Students
· Met with Seniors Citizens at the Boyle Center to discuss traffic concerns with the intersection of Dill and Genesee St.
· Met with Governor Eliot Spitzer and Congressman Mike Arcuri at Kostas’s Restaurant for coffee and to discuss the needs of Auburn.
· Attended the Governor’s Breakfast meeting with the Chamber of Commerce Address at the Holiday Inn.
· Attended a meeting at the Institute for the Application of Geospatial Technology with Congressman Michael Arcuri and Bob Brower of AIGT at Cayuga Community College
